Elliott C. McEntee,
COO
Elliott C. McEntee, is COO of MFIC, responsible for the company’s operations, finance and regulatory affairs. Mr. McEntee has been the CEO of McEntee’s Payment Advisory Service LLC, a consulting business specializing in working with the electronic payments industry.
In December 2008, Mr. McEntee retired from NACHA - The Electronic Payments Association, after serving 20 years as its President and CEO. NACHA oversees the operations of the ACH Network and develops its operating rules. Prior to joining NACHA, Mr. McEntee served 20 years with the Federal Reserve System, including 15 years on the staff of the Board of Governors.
Prior to leaving the Federal Reserve Board, Mr. McEntee was the Associate Director of Payment Services and Policies. In that position, he managed a function that oversaw the nation’s payments mechanism, as well as the financial services which the Federal Reserve provides to banks, thrift institutions and the U.S. Government. He also held various positions in different processing departments, including Chief of the Federal Reserve Bank of New York’s Wire Transfer Operations.
Mr. McEntee helped draft Regulation E (the Electronic Funds Transfer Act) and Regulation CC (dealing with funds availability and the check system). He recently published Mobile, Risk Management Among 2008 Payments Trends for Bank Systems & Technology.
He graduated from San Jose State University with a Bachelor of Science degree in Industrial Relations and was a member of the U.S. Air Force.
